As the message states, you cannot run the import-mailbox cmdlet from a 64 bit os. There is actually more to it as well. You need to be running a 32-bit OS and also need to have Outlook installed, which rules out both servers in your environment, as Outlook cannot be installed on the same server as Exchange 2003.
